Heritage approval for interior carpentry in a Glebe heritage district?

Question

Heritage approval for interior carpentry in a Glebe heritage district?

Answer from Carpentry IQ

If your Glebe home is in a heritage conservation district, that changes which approvals you need, though less for interior work than for the outside.

Under the Ontario Heritage Act, a heritage conservation district permit covers the property "other than the interior of any structure or building." That language is in section 42(1) of the Act. Interior carpentry, including wall framing, trim, built-ins, stairs, handrails and interior doors, falls outside the district permit's reach. You do not need a heritage conservation district approval from the City for work that stays entirely inside the house.

What you do need depends on what the work is. The City of Ottawa's permit list includes adding or removing walls, structural repairs or alterations, and enlarging or relocating a door opening. Those trigger a building permit regardless of whether the property is in a heritage district. The City's own guidance says building-permit exemptions do not apply to heritage buildings or buildings in a heritage conservation district, so even a same-size door replacement, which is normally exempt, requires you to confirm with the City before proceeding. Reach out to Building Code Services through My ServiceOttawa to ask what your specific project requires.

One situation where interior heritage approval does come into play: if the house is also individually designated under Part IV of the Ontario Heritage Act (a separate designation from the district), the designation by-law may list interior features, such as original staircase millwork or decorative trim, as protected heritage attributes. Alterations likely to affect those attributes need City approval under section 33(1) of the Act. Check the designation by-law with City heritage staff before any original interior feature is disturbed.

Ask the carpenter who applies for any permit and who checks the heritage status before work starts.
